"Civil society" are not "societies" and rarely "civil". What this was is a classic example of DoPT using Shekhar Singh's "rent a NGO" service to justify their preplanned RTI Act amendments.
Shekhar Singh incidentally is the person who denied that he took Rs.10,000 from Greenpeace as RTI consultancy fees against Monsanto (the arch enemy # 2 of the radical left) but has no hesitation in publicising everywhere that Google gave him a crore of (unaccounted) rupees.
