[HumJanenge] RTI INFORMATION REGARDING INDIA AGAINST CORRUPTION....

जन लोकपाल बिल ड्राफ्टिंग कमिटी में शामिल सिविल सोसाईटी के सदस्य वैसे तो बार-बार पारदर्शिता की गुहाई देते हैं और इनमें से कुछ सूचना अधिकार अभियान से भी जुड़े हैं, पर जन लोकपाल बिल के मुद्दे पर ये खुद कोई जानकारी या किसी तरह की पारदर्शिता के लिए तैयार नहीं हैं।

India Against Corruption movement और Public Cause Research Foundation जैसी संस्थाएं जो जन लोकपाल बिल के लिए आंदोलनरत हैं, इस आंदोलन और जन लोकपाल बिल से संबंधित सूचनाएं देने से इंकार कर रहे हैं। ये वही लोग हैं जो बार-बार सरकार से कह रहे हैं कि लोक बिल के मुद्दे पर सरकारी चीज़ों को जनता के सामने सार्वजनिक करे और जन लोकपाल बिल ड्राफ्टिंग कमिटी के मीटिंगों का प्रसारण कराए। पर ऐसी संस्थाएं सरकार से जो मांग कर रही है, वो उनसे खुद पीछे हट रहे हैं।

खैर, हमने (www.beyondheadlines.in) दिनांक 13.04.2011 को India Against Corruption movement  और पब्लिक कॉज़ रिसर्च फाउंडेशन को सूचना के अधिकार के तहत आवेदन भेजा था। (यह वही संस्था है जिसने "इंडिया अगेंस्ट करप्शन" का कार्यक्रम यानी अन्ना हज़ारे का जंतर-मंतर पर भूख हड़ताल आयोजित किया था।)

आवेदन के जवाब में बताया गया कि मांगी गई सूचना का अधिकांश हिस्सा हमारी वेबसाईट www.indiaagainstcorruption.org पर उपलब्ध है। साथ ही वेबसाईट के कुछ पन्नों के फोटोकॉपी भी भेजा। अब हम अपने सवाल और उनके जवाब खुद उनकी वेबसाईट से लेकर आपके समक्ष रख रहे हैं। यह उस संस्था का जवाब है जो पारदर्शिता की वकालत करता है। देश में भ्रष्टाचार को खत्म करना चाहता है। अब आप स्वयं ही तय करें कि  इनकी सच्चाई क्या है। यह कितने पारदर्शी है।

 

1.  India Against Corruption movement की स्थापना कब और क्यों किया गया। इसकी स्थापना किस उद्देश्य से की गई है। इसके स्थापना में कितने लोग शामिल रहें, और इनका चयन किस तरह से किया गया।

We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption. The following eminent personalities started this movement:

Anna Hazare, Baba Ramdev, Sri Sri Ravishankar, Mahamood Madani, Archbishop Vincent M Concessao, Swami Agnivesh, Kiran Bedi, Syed Rizvi, Mufti Shamoon Qasmi, Mallika Sarabhai, Justice D S Tewatia Kamal Kant Jaswal, Sunita Godhra, B R Lalla, Davinder Sharma, Subhash Chandra Aggarwal, Vishwas Utagi, Sayed Shah Fazlur Rahman Waizi, Pradeep Gupta and Arvind Kejriwal.

The Hyderabad meeting to be held on May 27th also stands postponed as of now on request from our friends in the city due to exam season in colleges. Programs for both of these cities would be announced at the earliest. "

Jan Lokpal Janchethana Yathra

Iit will start at 8 am 0n 24th May from Jantar Mantar so please reach before 7.30 am , we will move towards Mathura via NH 2 and will meet people on the way to discuss Draft Jan Lokpal Bill so that more and more people get aware . it will be based on co-operation and sharing basis we will arrange our vehicles by ourself . Volunteers can join it on day to day basis or till they have time . we will try to cover 100 to 120 KM a day but if the villages and towns are more on the way it can be less than 100 km a day. our objective is to meet maximum number of people.

  1. October 29th, 2010: A Press Conference was held at Press Club of India which was addressed by Kiran Bedi, Swami Ramdev (through phone), Arvind Kejriwal and Madhu Trehan. The Conference was held to highlight the fact that Shunglu Committee had inadequate powers to investigate the CWG scam. Click here
  2. November 14th, 2010: For registering a complaint regarding corruption in the Commonwealth Games, nearly 10,000 people assembled at the Parliament Street Police Station. Those eminent personalities who were present include Swami Ramdev, Kiran Bedi, Arvind Kejriwal, Swami Agnivesh, Justice Tewatia, Sunita Godhra, Arch Bishop Vincent M Concessao, Devendra Sharma, Anna Hazare, Maulana Mufti Shamoom Kashmi, Maulana Kalve Rizhvi and Subhash Chandra Aggarwal.   3. December 1st, 2010: A Press Conference was held in New Delhi, in which a comprehensive Anti-corruption Bill, Jan Lokpal Bill, was released. A letter was subsequently written to the PM, CJI and all CMs for a strong anti-corruption system, Lokpal/Lokayukta. Click here.
  4. December 9th, 2010: A day long seminar was held at IIC on "How effective are our anti-corruption agencies in tackling high level corruption?"
  5. January 30th, 2011: Thousands of people marched against corruption in more than 52 cities in India and abroad. Copies of CVC Act, CBI Act and Government's draft Lokpal Bill were torn by thousands of people all across the country giving a strong message that the people just do not have faith in all these weak and ineffective anti-corruption agencies. A campaign for creating of 'Vote Bank Against corruption' was also launched. Several letters were written for seeking appointments with PM and other prominent political party leaders. Click here
  6. On January 31, memorandums were sent to all major political parties, demanding for a string anti-corruption agency.
  7. On Feb 2, letters were written to PM, Sonia Gandhi and other key leaders and ministers for seeking an appointment. The letter was signed by Swami Agnivesh, Kiran Bedi, Arvind Kejriwal and Kamal Jaswal.
  8. On Feb 14th, Sonia Gandhi writes back to Swami Agnivesh -- an acknowledgement.
  9. On Feb 17, Anna sends a memorandum to the PM (in Marathi). In the letter he writes about his intention to go on a fast.
  10. On February 26, Anna writes to the PM for setting up a joint drafting committee. He writes about going on an indefinite fast in the letter.
  11. In the subsequent month (February) several meetings took place with party bigwigs.
  12. On March 7th, Anna met with PM who asked him to wait till May 13th. Anna refuses. He writes a letter on March 8th reiterating his demand for a Joint committee.
  13. March 11: All Party meeting at India Islamic Center meeting
    (A GOM on corruption is formed meanwhile)
  14. On March 21st Anna writes to PM informing him of his reservations of forming a sub-committee consisting only ministers to draft the Lokpal Bill. He again asks for a joint committee, else his fast continues.
  15. On 23rd March, V Narayanaswamy writes back seeking to meet Anna ji on 28th March, 2011. Anna did not go for the meeting, and writes a letter to Narayanaswamy on March 24th
    • Swami Agnivesh, Justice Tewatia, Sunita Godara and Devinder Sharma go and meet Anna. They ask the civil society to request Anna to not go on a fast. They submit a letter to Antony specifying their demands once again.
  16. March 30th, Anna writes to all big leaders and parties to join his fast.
  17. April 1: Kapil Dev writes to PM
  18. April 4th: Press conference to declare the fast.
  19. April 5: Anna sits on an indefinite fast; nearly 500 people sit with him on indefinite fast in Delhi (click here for the list of aamaran anshankaris).
  20. On April 6th Anna writes to PM in which he counters the claim that he is being "instigated by people" to sit on fast. He also gives instances of joint committees that were formed in the past for drafting laws.
  21. April 6th: Aamir Khan writes to Anna and PM
  22. On April 8th: Anna writes to PM and Sonia Gandhi about Swami Agnivesh's and Arvind's meeting with Kapil Sibal in which the government agrees for a joint committee.
