You only need to sign the 2 page pdf format receipt and send it to the CIC.
Not the full second appeal with all the attachments.

     If we need to send signed copy,then what is the specific advantage to us OVER USUAL BY SPEEDPOST/REGD MAIL.

After filing the complain / 2nd appeal online, did you download a pdf file from the site? You need to sign the print out of this file and send it to CIC.
