Well Mr Kamra, you can do your duty by educating them. You can tell them :-
The Central Information Commission decision No. CIC/WB/C/2010/000155 dated 3-10-2009 in the matter of Dr. Raja Muzaffar Bhatt V/s Border Security Force where it can be noted as follows
Date on which the Applicant filed his Original RTI Aplication 26th July, 2007
Date on which he approached CIC 6th April 2010
The CIC had admitted his appeal on 6th April 2010 and issued the orders on 2nd July 2010 even though he had approached them Three Years after he had filed the RTI Application.
Further you can ask them to refere to various SC / HC Judgements Court Judgments that established " Rules of limitation are not meant to destroy the right of the parties". You can further request them to kindly take note of the recent Supreme Court Judgment in the matter of Improvement Trust, Ludhiana, challenging the concurrent orders passed by the district court and the Punjab and Haryana High Court ruling " Courts ought not to dismiss cases on mere technicalities"
So please dont call our ICs dumb. They are all humans.

In Rajasthan, you will get extreme foolish rejection of complaint u/s 18 by SIC on section-4 matter (after filing first appeal,as our dumb SIC does not entertain direct complaint u/s 18 without first appeal).
Who is more dumb regarding section-4 compliance.
