You are somewhat confused.

The Freedom of Speech conferred on a M of P u/a 105(1) is quite
different from that granted to a citizen as Fundamental Right u/a
19(1)(a) as it is UNFETTERED so long as it is exercised IN PARLIAMENT.

This is a very valuable RIGHT and Safeguard for Democracy. If you
recall during Emergency days the Gandhi Parivar had only 1 answer
against this - JAIL EVERYBODY TO PREVENT THEM FROM SPEAKING IN
PARLIAMENT.

Now they have even better "tools" - (and I use this word judiciously)
like proposing Mr. Habibullah for Chairman of Rajya Sabha. Many people
in Lucknow still remember how the ladies of certain families were so
proactive in throttling the "tools" of the Muslim community during
those dark days (It is commonly known the working ratio then used was
1 Muslim nasbundied = 10 Hindus, so the more Muslims who were
sterilised by their own community the better and the more brownie
points you earned in the Congress heirarchy).
