No, it is a very bad argument.
It is upto the applicant to request the form of the information.
When the applicant requests for xerox copies of specific documents
the PIO cannot offer him inspection. See section 7(9). The applicant must take care that the FORM he requests a COPY of the information to be provided to him must be technically feasible and with a prescribed fee.
