Dear Sh.Raminder, First of all , I will give you links of two most corrupt decisions of IC(Ansari) ---without calling appellents without getting allotted ministery (1) Railway ministery have never been allotted to him.Despite this, it is not clear what was the extreme urgency to IC(Ansari) for rejecting this appeal having much wider public interest without conducting hearing without inviting rejoinder from appellent without having any jurisdiction on rly ministery. CIC/OK/A/2009/000055 againt M/o Railways asking for surcharge and development charge on goods and account head inwhich this has been used. As per decision, there is no public interest in it.Well done Prof Ansari. (2)CIC/AT/C/2008/00106 against INCID(water resources ministery)---This public authority have returned application,first appeal sent by speedpost.IC (AT) have taken strict action and asked for immediate comments. But how this matter allotted to IC(A) , nobody knows. In the decision , liability of sending RTI application have been cast on appellent RATHER THAN SENDING INFORMATION ON PA and imposing penality for extreme negligence of refusing to receive RTI application,first appeal.Very shamefully, this appeal decided without conducting hearing without sending reply of CPIO for enabling appellent to file rejoinder for hearing/decision without hearing. So IC(A) jurisdiction is infinite and can entertain any appeal without getting allotted ministery.He should introspect his own work rather than commenting very brilliant iitian Sh.Kejriwal. I am not aware of the role and achievements of PCRF in any area of social activity, including RTI related activities. I think this body and all those functionaries, who are functioning under the aegis of PCRF, which is operating from a residential colony in U.P., is committing a fraud in the name of conferring awards.
I also fail to understand as to how you have got associated with such a dubious body like PCRF, which has no locus standi in the galaxy of institutions established in our country by the Governments and philanthropic organizations.
It also occurs to me that a few individuals have come together under the umbrella of an entity like PCRF to adopt and indulge in gimmick practices for blackmail of authorities. They do so by adopting unscientific exercises to mislead the masses and media. I am saying so because I am aware of the contents of a Report prepared by PCRF, a copy of which was also sent to me a few months back. This Report is full of malicious contents against the Information Commissions, which are credited with effective and successful implementation of various provisions of the RTI Act. A vital task of assessment and evaluation of performance of Information Commissions was handled unprofessionally. And it has shamed us, particularly at the time when the entire Indian citizenry and world community have widely appreciated the enactment of right to know and the manner in which the rights have been guaranteed to the citizens.
In view of impious intentions of the functionaries of PCRF and lack of its credibility, I may not be of any help and assistance to you in this regard.
