[rti_india] CIC: Information Commissioner blasts RTI awards

BBC has obtained a copy of email (bottom) from India's Central
Information Commission
sent to the PCRF stating that this dubious body it is an association
of blackmailers, and
its awards are a fraud, and that the Central Information Commission
will not associate itself
with these blackmailers.

Dear Shri Kejriwal,

Kindly refer to your letter No.PCRF/09-10/981 dated June
16, 2010, asking me to nominate PIOs and information seekers from the
categories of citizens and journalists for conferring RTI awards.

I understand that National Awards are given to
individuals/institutions for their outstanding contributions and
services in different fields of social work. Such awards are
conferred by the highest national authorities or credible professional
bodies, which are recognized as leaders in different spheres of
national development.

I am not aware of the role and achievements of PCRF in any area of
social activity, including RTI related activities. I think this body
and all those functionaries, who are functioning under the aegis of
PCRF, which is operating from a residential colony in U.P., is
committing a fraud in the name of conferring awards.

I also fail to understand as to how you have got associated with such
a dubious body like PCRF, which has no locus standi in the galaxy of
institutions established in our country by the Governments and
philanthropic organizations.

It also occurs to me that a few individuals have come together under
the umbrella of an entity like PCRF to adopt and indulge in gimmick
practices for blackmail of authorities. They do so by adopting
unscientific exercises to mislead the masses and media. I am saying
so because I am aware of the contents of a Report prepared by PCRF, a
copy of which was also sent to me a few months back. This Report is
full of malicious contents against the Information Commissions, which
are credited with effective and successful implementation of various
provisions of the RTI Act. A vital task of assessment and evaluation
of performance of Information Commissions was handled
unprofessionally. And it has shamed us, particularly at the time when
the entire Indian citizenry and world community have widely
appreciated the enactment of right to know and the manner in which the
rights have been guaranteed to the citizens.

In view of impious intentions of the functionaries of PCRF and lack of
its credibility, I may not be of any help and assistance to you in
this regard.
