Dear Group
It is immaterial if the CIC is a "court" or not. The question is if its proceedings are judicial proceedings for purposes
of Indian Penal Code.
That certain ICs think they are a "court" is clear from orders such as this by Madam Annapurna Dixit.

a) Appellants being represented by legal practitioners
b) References to "judgements" of the Commission
c) "Decision in the matter was reserved and pronounced in open Court on 7th October 2009."
Of course against this we now have a clear finding of the Delhi
High Court Double Bench in my case that the CIC is definitely
not a court. And so on to the SC ...
