UPDATE

My Chinese Hacker friends inform me

1) that the filing defects are part of the CIC's strategy to ensure that the SLP is delayed so that the DoPT can get the RTI Act / Rules amended instead.

2) that I have not been made a party is to allow me to file
certain documents in my possession once Mr Habibullah retires next month.
