In a truly shocking press interview, India's Chief Information Commissioner Mr. Wajahat Habibullah has effectively admitted that he is a Government puppet.
Despite being conceived as an autonomous body, immune from Govt interference, Mr Habibullah conceded that he is dictated to by "suggestions from the Govt".
The specific statement made by him is "When PM suggests something, it is an order."

The interview also reveals that Mr Habibullah has been spending so much time interfering in J&K affairs, that RTI cases before him have suffered. Appellants before other Information Commissioners usually get hearings within 4-5 months, but those before him have to wait upwards of a year(s) to be heard.
Investigations by RTI_India reveal that this is because a young (in Cong terms this means about 40 years) Parliamentarian has suggested to his mother who in turn has suggested it to her second husband who in turn has suggested it to Mr Habibullah that all sensitive RTI matters at CIC be delayed as long as possible. Mr Habibullah, being so willing to crawl when he it is suggested he bend, has ensured that he is hardly in office (CIC) for more than 7 days in the month, the rest of the time he is off meddling in Kashmir, generating cloudbursts in Leh, chasing World Bank sinecures (at the public expense), and organising yet another illegal RTI 'tamasha' (convention / conference) etc instead of doing the work for which he is paid.
