Most of the time they dispose saying, no order as to costs / parties
to bear own costs etc. At the electricity tribunal the appeal fee runs
into lakhs.

Unlike the CIC etc. these tribunals are claims / dispute settlement ones. There is money involved. Besides there is no fee for most "aam adami" related tribunals like consumer court etc.
