Please don't speculate or discuss hypotheticals

1) Is there any bar on him giving a funny reply at present.
2) Is there any check if the FAA gives a funny decision upholding the
funny reply of his junior officer (PIO) at present.

For compulsory penalty. Best decision so far is Delhi High Court in
Muzub-ur-Rehman's case - use it. When Hon'ble Court has spoken who am
I to say anything ?
