     It is absolutely wrong on the part of any Public Authority and / or even SIC to reject an RTI application on grounds of applicant being a minor. It reflects their ignorance of provsion of Law on this count. As per Sec 3 of RTI Act " Subject to the provisions of this Act, all citizens shall have the right to information". A minor is also a citizen and there is no restrictive clause barring minors from using Right to Information. There have been any number of cases of school students filing RTI applications and their getting information from the concerned Public Authorities

I have come across a news item where the UP SIC Sh Pankaj has rejected a Minor's appeal saying that she is a MINOR.

IC Shailesh says that there's no such bar in the Act.

Who is right ?

If yes then How minor he/she can be ? ? ?

Can any one throw some light on this ?
