I surmise this is the result of recent email correspondence I had withj Mr Habibullah and Mr Ghandi
My sources inform me that an extraordinary meeting of about 5 senior Information Commissioners were held on 8 / 9 June 2010 where Mr Ghandi was not present. The meeting reportedly recommended that Mr Ghandi's dissent could not be published by CIC or form part of the official record of the matter. The Chief Information Commissioner apparently agreed that he would persuade IC Ghandi to withdraw his dissent note at suitable opportunity.
The next day 2 ICs present at the meeting also further affirmed the unpublished decision which IC Ghandi had dissented from in File CIC/MA/A/2007/00386 as a token of solidarity
with I.Cs Tiwari and Misra. This prompted IC Ghandi, as is his usual practice, to leak the draft decision and his dissent note to the media, the first news story being published on 16th June 2010 in Hindustan Times. The reporter then further circulated these documents onto mailing lists.
As the public at large is yet to get access to official copy of the full bench decision, the Commission may kindly inform me the circumstances whereby digital copies of the draft decision, previously enclosed, are in circulation, and also why this decision is not published on CIC website.

Mr Habiullah replied as follows
Thanks. I too have no such info. I have checked and found that there was some delay in uploading the Decision, together with the dissenting ruling, but this was purely administrative, having been passed on in time by JS (Law) to the NIC. I've asked that the decsion be uploaded forthwith if not done. But the supposed 'news story' I'm afraid is largely imagination.
