Dear Irfan

You require Section 7(9) of RTI to be read with the proviso of Section 8(1)(j) which I feel is the right reading for the simple reason that law is not read to enjoy but to understand and implement which is easier if you read all the provision together and not as isolated parts.

when any governmetn officer recieves any parliament question he never says " since the information asked by parliament is very vast and spread over many divisions  and is voluminous The parliament may come to this office and inspect the files and records ".
 
what he does is he stops all other works and supply the parliament information asked by it .
 
 
can we say to PIO that if the same information that i am seeking under RTI is asked by parliament you will not invite parliament for inspection but you will supply information by post/fax etc . similarly pleas edo not invite me for inspection instead supply the same by post as you do in case of the information is asked by the parliament .
 
is this a good orgument ???
