[rti_india] Full Bench of CIC comprising Hon’ble Chief Information Commissioner Shri Wajahat Habibulla, Information Commissioners Shri A. N. Tiwari and Prof. M. M. Ansari, virtually committed the Contempt of the Supreme Court Judgment, by decision dated 27/07/09 in Case No. CIC/AT/C/2008/00025

Kindly read RTI Act carefully.

Section 19(9) gives the right of further appeal only to "complainant"
and P/A..
This clause is to ensure that citizens / PAs further right to file appeal
(incl. first appeal) is not diminished by virtue of a previously decided
complaint.a complaint.

If anything 19(9) further affirms that 18 and 19 are separate and
mutually exclusive RTI processes.

I don't know whether anyone have examined the provision of Section 19(9) of the Right to Information Act, 2005, is mandated against any order of the "Central Information Commission", it "shall give Notice of its decision, including any right of appeal", which means Central Information Commission, was legally liable to inform me that where I should file the Appeal. But it was general experience that Central Information Commission, not performing it's such liability.
