All ICs sit in an adjudicatory capacity over the fight between the appellants and the PIOs/FAAs. They are like the referee in a boxing match. It is immaterial to them if a featherweight is fighting a super-heavyweight or who wins, they are only there to see that the Marquis of Queensbury Rules are observed.
Knowing this, at this group we teach members how to fight within the rules. Not every fight is fair or unfixed. But the better we are at the game (and in knowing the rules), the more balanced the battle and the longer the fight.
