The most "Gandhian" of ICs has learned all the tricks of corruption very fast.

Here is a typical decision which shows how the penalty mafia at CIC operates - and the extraordinary degree of collusion between PIOs and Information Commissioners.

Of course I don't give all the credit to Gandhi, this is the identical method used by Mr Wajahat Habibullah for letting PIOs escape while bagging the small fry.

Unfortunately for the corrupt little Information Commissioners and Chief Information Commissioners - 5(4)/5(5) is not a pillow which can be passed down the line - there must be a formal request for assistance from the PIO to the "deemed PIO".
