[rti_india] Re: indiapost.gov.in . Mailing Option to Courier

If the public servants of APSIC are "mischievously" not dealing with the Govt stationery "entrusted" to them in the manner prescribed in law, then they are committing offence punishable with imprisonment for life u/s 409 Indian Penal Code.

If as a citizen, you are aware of commission of these offences and do not report it to the nearest police officer immediately (as duty bound), YOU are liable u/s 39 (?) CrPC r.w IPC to imprisonment of 7 years as a conspirator.

Meaning of service by post.- Where any Central Act or Regulation made after the commencement of this Act authorizes or requires any document to be served by post, whether the expression "serve" or either of the expressions "give" or "send" or any other expression is used, then, unless a different intention appears, the service shall be deemed to be effected by properly addressing, pre-paying and posting by registered post, a letter containing the document, and, unless the contrary is proved, to have been effected at the time at which the letter would be delivered in the ordinary course of post."

This is really the best proof of service albeit somewhat expensive at 25p per word. You must inform the telegraph office that you need a certified copy at time of booking, it will be given to you after 48 hours and upto 30 days after booking.
