Section 11 of RTI Act is clear that before releasing any information "relating to" a third party, the CPIO must issue a notice to such person.
Since the SR of an individual relates to him, he is to be issued a notice to lodge his objection, if any, to disclosure. In a recent case which came up bnefore IC(SG) this was the ground of 2nd appeal, regrettably IC(SG) failed to consider or pass any order on the subject.
