Virtually all the example you have cited are not applicable for the discussion on "Central" P/As and the DoPT Rules

For eg. the UP examples you have cited would be governed by the State Govt's Rules or in the case of Distt. Judges by the Allahabad High Court's Rules.

The Supreme Court is a "competent authority" and hence not required to follow DoPT but can prescribe it's own modalities u/s 28. The same is true for High Courts. In addition every subordinate court will follow the fee rules prescribed by the corresponding High Court and not of DoPT or State Govt.

This is exactly why the founding members of this group (in our great collective wisdom) REQUIRED applicants to research the proactive disclosure of the concerned public authority especially over the internet BEFORE filing RTIs. Unfortunately, we have too many lazy members, who neglect their homework, and think they can crack their exams without preparation.
