Hi All,
With respect to this topic I would like to share my experience and know your views.
Actually my father had filed for RTI for a plot of land with a cooperative society in Patna:
1. The PIO replied that my father was not allotted the land.
2. Again, for subsequent appeals, he replied that my father was allotted the land but he transferred to his nominee.
3. When my father asked about the sale deed and other information of the cooperative through which the transactions were done. They r saying that cooperative does not come under the RTI. Deputy Registrar issued some circular and said that cooperative is not covered under teh RTI.
4. For most of the questions they do not reply anything. Even the SIC dismisses the case.
Even the SIC does not keep track of why no action was taken despite the orders given by him.
5. I feel in Bihar RTI is in a very pathetic state. Corruption and Babu sahi are still deep rooted and justice is a far cry.
This case is running since 2006-07.

Now my question to the forum members is:
1. Is the above answer not contradictory?
2. Is the PIO and the Deputy Registrar not liable for punishment.
3. This case is running for so long because the person who has illegally occupied our plot has bribed the Deputy Registrar and the cooperative society secretary. So they never answer as per the point. And for us it has just been like beating around the bushes. Nothing concrete has been achieved till now.
4. Can we fight for this case till the deputy registrar is penalised heavily?

Can anybody guide me in this matter?
