Dear Sir,
Background:
President & General Secretary of Indian Oil Officers Association (IOOA) (Apex body representing Officers of all Divisions of IOC) in their letter dated 28th May 2007 to Director (HR) Mr V C Agarwal had expressed serious apprehensions on implementation of Access Control System. IOOA had also informed that it was meant for security purposes only & had nothing to do with timing the Officers' presence. IOOA had also informed "There is gross indiscipline visible mainly in operating locations and the standard operating practices are being completely ignored. Incidences of manhandling the Officers are on the rise with no exemplary action from the management giving an impression of discriminating behaviour.". "In many of the units people have been bye-passing system and entering the premises therefore rendering the system ineffective for security control ".
The responsibility of operating ACS and its security has been resting with HR department while functional technological support has been provided by the Information System (IS) group officers to HR officer the latter being non-proficient in Information Technology.
The time setting in the clocks of ACS system can be manipulated by HR Officers and also by the third parties who have provided ACS systems to IOC. And even Data saved on the ACS Server can be changed later by HR officers or those third parties since ACS systems of IOC are not temper proof. Further, ACS data is being used by IOC for generation of monthly attendance sheets for officers at the locations.
IS officers are not provided ID or password for accessing ACS for time setting or for generating monthly attendance sheets.
With this background, following information in larger public interest is requested under the Right to Information Act 2005.
1. No. of IOC locations at which tampering of ACS data has been reported so far. Please let me know the names of IOC locations comprising all Divisions of IOC.
2. Details of the action taken against the IOC officers responsible for knowingly approving the purchase of ACS systems that are not temper-proof.
3. Details of the action taken against the ACS system suppliers for providing the systems that are not temper-proof, if they were to supply temper-proof systems
4. Office order reference no. & date that authorises HR officers to set time in ACS systems at their respective locations.
5. Office order reference no. & date vide which instructions were issued by IOC Corporate HR to generate monthly attendance sheets.
6. No of HR officers chargesheeted for tampering with ACS data. Please give location wise nos. covering all IOC offices.
7. No. of HR Officers, under transfer on inter-Region / inter-Refinery / inter-Division basis while the enquiries on charges of tampering with ACS data are in progress.
8. No of IS officers chargesheeted for tampering with ACS data. Please give location wise nos. covering all IOC offices.
9. No. of IS Officers, under transfer on inter-Region / inter-Division basis while the enquiries on charges of tampering with ACS data are in progress.
10. IOC rules & regulations, if any, governing the transfers of IOC officers facing disciplinary actions initiated against them under CDA Rule 1980 and while enquiry proceedings are under progress.
11. Please furnish the DoPT / DPE / CVC guidelines references and Supreme Court / High Courts judgments, available on the records of IOC, on not transferring the officers to far flung locations while the disciplinary enquiries are in progress.
12. No. IOC officers involved in inter-Division transfers / inter-Region transfers in case of Marketing Division & inter-Refinery transfers in case of Refineries Division during FY 2008-09 while enquiry proceedings had already commenced.
13. No. of transfers, as covered at item 12 above, effected in a high-handed clandestine manner and relieving orders already generated using SAP – ERP system without obtaining the signatures of the officers relieved & without informing them about their relieving.
14. No. of transfers, as covered at item 12 above, kept in abeyance.
15. No. of transfers, as covered at item 12 above, cancelled so far.
16. Kindly provide a CD containing monthly ACS data for IOC (MD) HO, IOC (RD) HO, IOC R&D, IOC (PL) HO and IOC Corporate Office for one month of FY 2008-09.

Sub: Implementation of Access Control System
We have been expressing our concern over implementation of access control system in various meetings with you when you have also agreed to look into the issues raised by us in this regards.
We would once again like to reiterate that the access control was brought in the system, after prolonged discussions and understanding with IOOA, for security purposes only and had nothing to do with timing the Officers' presence.
Unfortunately after installation of system the main objective of security has taken a back seat and management has started issuing circulars connecting this with attendance. Bringing discipline is said to be the main reason for these circulars.
We have no problem with regards to bringing discipline in the organization and creating a better working culture but just timing the attendance is not going to solve the problem. There is gross indiscipline visible mainly in operating locations and the standard operating practices are being completely ignored. Incidences of manhandling the Officers are on the rise with no exemplary action from the management giving an impression of discriminating behaviour.
In many of the units people have been bye-passing system and entering the premises therefore rendering the system ineffective for security control. The same is further corroborated from the fact that in some units contract labours have been exempted from the access control while applying the same on Officers.
In view of the above it is requested that issue of using the access control system for any other purpose than security may be discussed threadbare with IOOA before implementation.
