[rti_india] Prime Minister : Please direct Director CBI to act . CBI is at liberty to take legal action against me if irregularities by Mr B M Bansal Acting Chairman not there...

 

Dear Dr Manmohan Singh,

Kindly refer to the ongoing correspondence, in the matter of irregularities and corruption by Mr B M Bansal Incharge Chairman and Director (Business Development & Planning) Indian Oil Corporation Limited, with Indian Oil Corporation Limited Corporate Office and CBI New Delhi. 

Copies of documents required by SP CBI have been long back furnished. 

They are placed in public domain at - http://xrl.us/bh52hx

I find that despite reminders, CBI is not responding to me and also not taking action against the known corrupt culprit Mr B M Bansal and possibly the Officers at MOP&NG as also Mr Murli Deora Petroleum Minister himself.

CBI, on looking at the list of the visitors and quizzing Mr Murli Deora, should get good clue on his role in selection of DCAs by IOC.

Kindly call Mr Ashwani Kumar, Director CBI  and ask for his explanation for not taking action on the public grievance involving high level, high value corruption involving big-wigs and protecting them. Also please tell him to inform me of action taken / being taken immediately.

Please refer to your email dated 11th August 2010 copy of which is enclosed.

Copes of relevant documents are also enclosed herewith.

Kindly ensure raiding Business Development Office operating under the acting Chairman IOC & Director (Business Development) Mr B M Bansal of IOC Corporate Office fast and seizing the documents in the subject matter before someone from CBI Office or CVC Office or from the GOI Office give any information to IOC to possibly temper with the documentary evidences.  

The irregularities committed by IOC Officers in the matter with Mr B M Bansal as Director (BD) as the Head is already confirmed by his Deputy GM Mr AK Verma vide his email reply dated 7th May 2010. However, if CBI is convinced that no irregularities have been committed and no corruption has taken place, CBI is at liberty to take legal action against the undersigned statutorily declared Whistle Blower.

I also request for due investigation by CBI into the aspect of possessing wealth by IOC Directors Mr B M Bansal, Mr V C Agarwal (just  allowed to retire despite pending serious complaints of irregularities, high-handedness & corrupt practices with CVC, CBI and GOI) and Mr G C Daga, more than disproportionate to their known source of income. 

I am sure you will ACT FAST at CBI without wasting time in the serious complaint to nail the corrupt elements in IOC at Director level and also in MOP&NG GOI whether the Union Minister Mr Murli Deora or Mr S Sundaresan Secretary MOP&NG or Mr M S Srinivasan ex-Secretary MOP&NG GOI New Delhi.

This has reference to the correspondence in the matter of irregularities and corruption by Mr B M Bansal, Director (Business Development) and Acting Chairman Indian Oil Corporation Limited in the issuance of Letter of Appointment (LOI) to market IOC products as Del-Credere Associate / Consignment Stockists. There has been no response from IOC Corporate Office on issuance of LOIs which amounts acceptance of guilt of irregularities and corruption.

In view of it, I hereby lodge complaint against him and other Officers under him in IOC CO Business Development handling the subject matter.

In larger public interest of curbing corruption, CBI needs to act fast and remove Mr B M Bansal as Acting Chairman of IOC forthwith.

Issuing Letter of Appointment only to 29 selected Companies out of 43; commencing supplies through them and not issuing Letter of Appointment to balance 14 selected Companies, beyond doubt, confirms mala fide intention of Director (Business Development) Indian Oil & the Officers under him handling the subject matter for the irregularities & corrupt practice of granting favour to few selected for a possible consideration.

As a concerned citizen, an ex-employee of Indian Oil, as a well-wisher of Indian Oil and as a statutorily declared Whistle Blower, I hereby demand the following action on Top Most priority as continuing corrupt practice is not in order:
  • Forthwith suspend supplies to any of the 29 selected Companies. 

  • Immediately issue Letter of Appointment to balance 14 selected Companies.

  • If any or all of 14 selected Companies were earlier issued Letter of Offer and are not eligible for Letter of Appointment, then they must be immediately confirmed in writing why they cannot be issued Letter of Appointment.

Kindly acknowledge receipt of this email communication.

And, also please let me know of action taken to redress this public grievance.
