Dear Sir,
Babubhai ji has addressed letter to Shri A N Tiwari, CCIC and it should have been replied by him or by his office on his behalf. Has IC authorised to any body else to reply on his behalf? Moreover, the question is not about the contents of appeal whether they are against the denial or delay of information, but about their expeditious disposal.
I think, except Mr Sarabjit Roy, no other outsider knows whether these appeals are not against the denial of information to the appellant. BTW, what is the source of this information or it has been passed on to Mr. Roy under fiduciary relationship?
However, I agree that Prof. Ansari is doing a nation service but already one post vacated due to the promotion of Mr Tiwari is already vacant and the long absense of other IC will definately have a bearing on the working of CIC. Cases pending before him can be assigned or dirstributed amoung the other ICs for their disposal withou undue delay, if the assignment of Prof Ansari may be longer.

Thanks for circulating this important message to our group also.
Mr Ansari having only a few days left in office is off performing a
national service as substitute for Mr Habibullah. In any case
Mr Ansari;s presence or absence at CIC hardly makes a difference
as in most appeals before him there is no issue of denial of
information to the appellants.

On CIC website, I find that Mr M M Ansari is one of the Information Commissioners at CIC, New Delhi who should be performing his duty of hearing the pending RTI cases. His job assignment printscreen enclosed.Further, the enclosed RTI cases data and graph, based on CIC website, show exponential growth in pending RTI cases.Based on the media reports, I find that Mr M M Ansari is working is Interlocutor and is away to J&K for quite sometime. I hope you have not given permission to leave Head Quarter.In view of the foregoing, as the Head of CIC and as the Administrative Head of IC Mr M M Ansari, in larger public interest of disposal of huge pending RTI cases, I hereby request you to kindly direct him to stop all other extraneous activities, that is not part of his job as IC at CIC, and attend to the disposal of the RTI cases pending with him.In case he does not heed your advice, please arrange to send your recommendation forthwith to the Disciplinary Authority viz. SRINAGAR: The interlocutors appointed for J&K have suggested introducing amendments in the Constitution to accommodate the discussion on the "Azaadi option" for Kashmir.
"Indian constitution is a beautiful document and there is room for modification with changing times and we can even recommend for the amendments in the Constitution to accommodate the discussions on the Kashmir issue and to find the solution to the problem in line with the aspirations of the Kashmiris," Radha Kumar, one of the three interlocutors told reporters here at the end of a four-day visit to the Valley on Wednesday.
Saying it is my personal belief, Radha Kumar said, the Constitution has been amended more than 400 times and there is no harm if it is modified further to make it more accommodative.
Importantly, the Indian Constitution and the J&K constitution refer to the region as an integral part of India.
The head of the three-member panel, Dileep Padgoankar while interacting with mediapersons also wished to take leaders of Pakistan-occupied Kashmir on board to find the permanent solution to the Kashmir issue.
"Yes we would like to visit PoK to talk to the leadership there to get their point of view on the issue .But there are parts in J&K which do not share the same view as the people in Kashmir valley," Dileep added.
The panel: Dileep Padgoankar, M M Ansari and Radha Kumar, which would undertake visit to the state every month , at the end of present visit , is expected to recommend several measures to be taken by the centre to bring in more credibility to the appointment of interlocutors to diminish the trust deficit of the people in Kashmir.
"We can even recommend the amendments in the Public Safety Act besides ask for release of political prisoners and even ask the centre to allow the peaceful protests in the valley in line with democratic temperament of the country," Dileep Padgoankar said.
Dileep even questioned the logic for imposing section 144 CrPC against holding peaceful protests in the valley. "There is no need of imposing section 144 to quell the assembly of the people for peaceful demonstrations," he added.
