Sir,
I am directed to say that the Orissa Information Commission has gone through the contents of the e-mail message to Jogesh@Samarthan.org with copy to other e-mail addressee. The sentence which reads as "as a public institution nearly 5 years of time, they have hardly penalized/fined a PIO in any case sofar" is not based on facts. Here it may be pointed out that the Orissa Information Commission is a quasi judicial body and all their orders have been hosted in the website since inception. During the period of last 4 and half years of the working of the State Commission, 245 PIOs have been penalized amounting to ` 28,79,500/-. Of them 61 PIOs have been penalized with the maximum penalty of ` 25,000/- each. As such, it is not a fact that none of the PIOs have been penalized so far. The State Information Commission would appreciate constructive suggestions from the civil society members like you in the interest of implemention of provision of RTI Act,2005 and Orissa Rules framed thereunder. (The Rules differ from State to State in the Country).
