Re: [rti_india] Protection provided to Corrupt and incompetent Government Officers by CIC

Dear Mr Growth

We are not children here nor are we interested in your simple puzzles. There are many other RTI groups better suited to your infantile prattle.

You wrote
"Whereas CIC way of calculation will result as follows.
10 pasia = rs.1/10,
Then total amount is
= rs.1/10 x rs.1/10= rs 1/100."

Now why would the CIC get the total; amount as "= rs.1/10 x rs.1/10= rs 1/100"
When they would write "=rs.1/10 x 10 (coins) = 1 rupee = 100 paise".

Sarbajit has asked you about a decision titled "Rakesh Gupta versus Escorts Hospital". You have not answered him. I have taken time out of my schedule to read this decision. In the order you are, by your own admission, an "informer" whose profession is to extract the reward. You are also described elsewhere as being a Chartered Accountant of some kind who regularly misuses RTI Act in collusion with IT officers to split the reward with them.

People like you, who would normally be described as blackmailers or low life pond scum, deserve no place in the scheme of RTI or in this group. In view of your evident lack of knowledge of the basics of accounting for currency, I am sorely tempted to file an RTI to the Institute of Chartered Accountants to verify your qualifications and professional ethics.

Protection provided to Corrupt and incompetent Government Officers by Certain Central Information Commissioner.
Dear Friends
Certain Central Information Commissioner, had decided that the Right to Information Act is not applicable for the information available in the other rules.
The error in judgment of CIC is explained by simple puzzle played by the children to trace the error in the following case.
If one person has ten coins of ten paisa, then total amount is
10 paisa X 10= 100 paisa or Rs1/=.
Whereas CIC way of calculation will result as follows.
10 pasia = rs.1/10,
Then total amount is
= rs.1/10 x rs.1/10= rs 1/100.
And the result is
100 paisa = Rs1/100..
Kindly note the error in above calculation for ten coins (a pure number) ; it is used 10 Paisa/ Rs. 1/10 (number with adjective was used) and used of adjective is wrong.
Whereas actual results in above calculation is as follows.
100 paisa square = 1/100 Rs. square.
Above kind of tricks are played by fraudulent person for small amount to prove any thing.

Similarly, in the CIC decision, CIC had asked deliberately wrong question and given the wrong answer as stated above.
Question asked by the CIC.

Whether the information sought is to be provided under the Supreme
Court Rules 1966, or whether these stand overridden in light of Sec 22 of
the RTI Act, 2005.
Whereas correct question should be

Whether for request for information Under the RTI act, the Supreme Court Rules 1966 ( Read as Public Authority Rules/ Law) can override the RTI act, 2005 and increase the exemption for denial of information. (If the answer is yes, then it is against Delhi High Court decision in Bhagat Singh Vs CIC)

Whether benefits available TO Citizen for request for information Under the RTI act can be denied that similar provision is absent under the Supreme Court Rules 1966 ( Read as Public Authority Rules/ Law)and P/a Rules Law can override the RTI act, 2005 (If the answer is yes, then it is against Delhi High Court decision in Bhagat Singh Vs CIC

As the readers are well informed, I request your suggestion/ comments on basic fallacy reasoning of CIC as stated in the Appeal No. CIC/WB/A/2006/00940 dated 7-12-2007 Complainant: Shri Manish Kumar Khanna vs Respondent: Supreme Court of India.
Thanking you
Rakesh gupta
