The word mis use was used in the original article , posted above my comments.
Yes it i too question the definition of misuse ? and what it means. To
repeat the corrupt media is attempting to subvert the strength of
current RTI regulations by devaluing what it is used for. There is a
concerted effort by many powerful people, including the media , to
some hpow breakdown the current RTI system so that the powerful can
continue to do what they have always done that is rule without being
questioned.
