Greetings. Happy Diwali.
 
This message from a stranger may surprise you. Just a small introduction. At present, I am an active RTI awakener for the past five years. Mr. Wajaht Habibullah   
and I were probationers in the National Academy of Administration, Charle Ville Hotel, Mussooire in 1968. After serving Central Government and United Nations
for 40 years, I have been busy in social activities in Asia Pacific Region since 1995.    

As regards, Dr. Prithvi Raj's bold decision, we all RTI activists should wholeheartedly welcome it focussing on the goal of RTI Act, 2005. My message sent day before
yesterday is appended.

Dear RTI Activists,

Very Very Peaceful and Happy Diwali to all of You. 

 Please don't get too much obsessed with RTI Rules. Objective is to get information when information is sought by filing RTI Application. We all should
appreciate the boldness of the Collector of Bikaner. Let it be an example for honest IAS officers and Information Commissioners who many a time hesitate to use
Section 20 (1) despite so many judgments of the High Courts that imposition of penalty is not discretionary but Mandatory. 
 
Perhaps there is no example of single Information Commissioner who imposed penalty u/s 20 (2) so far.  
 
I wholeheartedly praise  Dr. Prithvi Raj (2002 IAS,Rajasthan), Collector of Bikaner.   

Dr. Prithvi Raj's action has reminded me of my lectures and counselling sessions in early Eighties when I was faculty member
in the LBS National Academy of Administration, Mussoorie. I wish there are more of Dr. Prithvi Rajs in the system.
