There is  some IPC section, like IPC 166, are also in those public servant can be punishable for disobeying any law. whatever law it is including RTI.
there may be some rules for the Public Authority in which Public Servant(PIO) may be penalized by higher authority in case he disobey the law.

that penalization may not be part of RTI rules.
