This is obviously an appeal for proper implementation of section 4 RTI Act which requires  every public authority to publish NORMS for its functioning.

However, Sh Babubhai Vaghels's attention is drawn to group rules which prohibit CROSS-POSTING of emails to this group. All such emails are henceforth being rejected
by the groups spam filters, or could result in expulsion.

And, not having any control over the indifferent bureaucracy, not being able to reduce corruption, not being able to increase transparency in administration and being total failure in making the administration accountable to the public at large while making rich the richer and poor the poorer by economic policies & practices, he should apologise the nation and vacate the chair for a better person to take over.

Dr Manmohan Singh may be a fine Economist but ineffective administrator who cannot apply rule of law in India.

I view him, and I told him also in writing, as an American agent working for the interest America as also other developed countries.

He is pretty old, already has two heart operations and I sincerely want his departure and that is why I wrote NEW PM to take care of.

Considering the recent strong political upheaval,I would not be surprised, indeed if he goes.
