The junks mails are here for a purpose. The only way is if every person boycotts /
refuses to accept junk / nonsensical emails and positively UNSUBSCRIBES from
the RTI egroups one does not like..
About 2 months back all the moderators of the RTI yahoo groups (ie rti_india,
HJ, rt4ngo, rti4empowerment) and many more were informed that yahoo may be
bought over and yahoogroups facility withdrawn. This is imminent and likely to
take place suddenly after 1 Jan 2011 and without further notice.
At RTI_India we have made the switchover to google rather well. The new group
is functioning perfectly with previous high standard of discussion being maintained.
If the members here wish, this group (RTI_India Yahoo) can be switched off immediately.
We actively control Junk emails at the RTI_India google group.
It is for the owners / moderators of all the other groups / copycat groups to sort
out their own problems. In my humble opinion you can either eliminate SPAM or
eliminate the SPAMMER. We prefer the second option.
Furthermore, just because someone has a right to speak/post it does not equate
that he/she has a right to speak/post to drown out all others. The working rule
I use for moderation is "more signal less noise". The same lesson is to be used for
RTI. Just because say Subhash Chand Agrawal or Shailesh Gandhi or I or you "can" file
10,000 RTIs does not mean we "must" file 10,000 RTIs. It is our (ie. your and
mine) public duty to oppose all such 'haramis'.
Finally, I repeat the interpretive phase of RTI is over. Hardly anything to be discussed
from the decisions of CIC/SIC remain which justifies existence of groups like these.

Dear SarabjitI agree with Kuldip Gyaneshwar. There are too many mails, mostly junk, floating around in the name of RTI which do not serve the purpose of furthering RTI cause and/or creating educative awareness. Multiple cross postings on rti board with junk mails, cause adverse image to be created about the usefulness of the board.Please hold back a littel from "Hxxxxx" chat (which you had promised) and devote your skillful knowledge & precious time for more productive purpose of discussing finer aspects of RTI usage / handy tips from various Commission Orders, which would help others by using these for their RTI pursuits.Regards

Dear All,I dont understand why we dont get into constructive discussions on RTI. I dont see anyone discussing how to use information received under RTI to deal with a huge gamut of issues facing india. Information commissions account for only a few percentage of RTI cases. Other rti cases are disposed off in the respective public authorities.Have we ever realized in the country with (forget the statistics) almost 1 lakh (if not less) RTI applications would have been filed and information recieved. What difference has this created? has the recipient used this information for public good? Let us discuss these issues first before getting into brickbatting which sounds very unhealthy and is not going to solve any issue. Have I said even 1 word in "defence" of C'IC ? I am simply stating facts.
Fact #1: The NIC perforce publishes decisions of the C'IC because
the C'IC IS the Commission., and ONLY decisions where the
C'IC is on the ":bench" are legal decisions of the CIC. So decisions of
say Mr Wajahat Habibullah were being GENERALLY uploaded, but
decisions of IC(ANT) were not, but decisions of C'IC(ANT) are.
Fact #2: A certain non-babu (but of course now a babu) IC had been
tipping ('bribing") NIC to ensure that his decisions were uploaded. This
caused some heartburn among his brothers and sisters but the Great
White Father never listened to them. Now with another Father in position
the prodiigal son had better control how he spends his BLACK money
and account for all the BLACK and/or WHITE cups of coffee he has been
dishing out at his office.

1) The decisions of the Chief Information Commissioner have always been available on the CIC website. <-- Read this very carefully.
2) Notwithstanding the above, the members of this group have always been pressing the CIC to upload all the decisions faster. When I discussed this with a senior member of the CIC (decisions of whose Registry were not being uploaded for months together) I was briefed that Mr Shailesh Gandhi is tipping (bribing) the NIC to upload his Registry's decisions from his personal funds - and for a very long time. The other ICs being honest ex-gov babus with only their retirement pensions obviously could not compete with an industrialist and black money. Fortunately the balance has been restored now by CIC(ANT) and all ICs are being given a level playing field when it comes to uploading of their decisions.
