rs.1000 is the court fee to appear in the "court" of the first
appellate.
Of course you are correct that there is absolutely no basis in the RTI
law for a FAA to impose penalties.
This is exactly the kind of irresponsible reporting about RTI Act
which misleads the average citizen, raises false hopes and
expectations in the public and eventually results in advance action
(which is also called maoism). The DC/IAS is a 'bucchha', someone
should report him to DoPT and get him thrown out of the service for
his foolishness.
Disclaimer: it is entirely possible that there is some other basis in
law for this fine, so someone should pose this query to the DoPT in
RTI.
