Dear Sir,

Kindly refer to the request made to Mr M M Ansari, ex IC at CIC on hearing my pending cases with him filed against IOC in the year 2005-06. There has been no response from CIC even after my personal request to Mr M M Ansari at his office in New Delhi about two years back.

During my personal visit to CIC Office then, I met Mr Wajahat Habibullah CIC alongwith Mr P K Shreyaskar & also met Mr M M Ansari. I was then directed by Mr Wajahat to discuss the matter with the concerned Registrar assisting Mr M M Ansari.

Accordingly, I went to the Section and while discussing the matter, I had personally seen all my cases against IOC filed during the year 2005-06 lying in his office. I had submitted those cases in triplicate as was suggested to me by the then very helpful Secretary CIC Mr P K Gera, IAS.

This request pertains to my RTI File Reference No. is RTI Q5 TPC IOC CO 2006 / 01.02.06. Information was requested for Average Tenure Period (ATP) of Officers and Workmen in IOC. CPIO was Mr Satish Kumar then GM (HR) & Now ED (HR) IOC CO New Delhi. FAA was Mr V C Agarwal then Director (HR) IOC.

CPIO had informed that "IOC does not maintain requested data". However, FAA has been sitting on the first appeal making it a case of deemed refusal.

There has been no response by FAA Mr. V C Agarwal since 18.03.06 till his retirement in July 2010 and the requested information has still not been made available.

Incidentally, identical information under RTI, requested in larger public interest, was made available by other Oil PSUs viz. BPCL & HPCL.

In view of the above, kindly review the pending subject case and direct CPIO IOC to disclose the requested information, pending for more than four years, free of charge without further loss of time.

Copies of the above referred references are enclosed for kind perusal.

Requested information, in all the cases, has not been received and I hereby seek review / re-hearing of the cases with decision for the 37 cases.

Submitted for kind consideration and feedback in the matter at an early date.
