This is an extremely serious matter. You seem to be absolutely correct. This is a Mational Institute of Technology (formerly known as RECs) directly under the Ministry of HRD. Here is the RTI page of the Srinagar Institute http://www.nitsri.net/rti.html it says "Page under construction"
Page under construction for 5 years ??

So 2 questions arise in my mind
1) Which "Nation" does the National in the title of NTISRI refer to?
2) Is Mr (oops Janab) Habibullah (Saheb) holding an office of profit under the Govt of India, especially as you say he gets to recommend 5 candidates per year?
Janab Habibullah has some serious answering to do to the citizens of THIS Nation.
