Dear Shri Amitabh Thakur
 
     It is interesting to know about your having floated a National RTI Forum under your Presidentship. I think this forum was floated at a recent meet at Lucknow to pay homage to Late Satish Shetty who was murdered while pursuing his passionate cause of exposing misdeeds of land mafia, which meet was organised by Mrs Thakur. While the idea of forming a national level body for pursuing noble RTI cause and having a network  at State level in all States, is apprecianle and welcome, the endeavour needs a serious calibrated approach to make this a well meaning representative body by involving persons who have been working for this cause right from the stage of enactment of RTI Act in 2005 at national level and even prior to that when we had State level RTI Acts in various states, like Maharashtra Right to Information Act in that State which was being used very ectively.This would be desirable as the persons who get chosen to represent this National level Forum would need to interact proactively with Central Government (DOPT) as also Central / State Information Commissions on all RTI related issues, and for this they need to be persons with credibility and experience in this area.
 
     Your invite asking for volunteers to function as State level General Secretary, State level Counsellor, State level Co-ordinator would appear to convey an impression that you have already put in place some sort of structure of the organisation and drawn up its constitution which lays down the cantours and framework of the functioning of this national level body. The invite in the manner circulated by you would, in my view, would attract self sponsored / self appointed names which may not be desirable. The move in its present format appears rather pre-mature.
 
    We would like to know more details about the national evel  forum that you state to have formed, and whether it is a registered or un-registered body. We would also like to know about the persons who are associated with the formation of this forum and its present office bearers. As you are a Government Official, presently on Study Leave for pursuing a Management Course, would you be in a position to devote sufficient time for this venture and whether you have sought & obtained permsiion from the Government for forming this body. This would be essential as during the period of study leave to pursue management course, you would be continuing to draw some percentage of regular emoluments which woud make it mandatory for you to comply with Gernment Service Rules on this count.

Dear Amitabh

You have represented yourself to be an IPS officer. At the same time you are co-ordinating the formation of a pan-Indian forum of persons with interests adversarial to the State. As this group's resources are being utilized for the purpose, may I request you to clarify if there is any conflict of interest and/or State (Central or GoUP) sponsorship for your initiative - and who the politicians involved are.
