While going through my old notes, I came across an internal note of the PMO which reads as follows
"Placed below is a letter received from Shri A N Tiwari, Information Commissioner regarding computation of inter-se seniority among the Commissioners of CIC
2. Shri Tiwari has stated that the computation from the date of joining, contrary to their listing in the Presidential Warrant, would be wrong and against convention. While drawing attention to the procedure followed when the Election Commssion was converted to a 3 member Commission, Shri Tiwari has stated that inter-se seniority cannot be the function of accident of the date or time of swearing in the appointees. He has further stated that while his name figured just after Shri Wajahat Habibullah in the Presidential Warrant, he joined the CIC later than others as he was asked to stay on as Secretary, DOPT to complete setting up of CIC which was at a nascent stage."
I therefore stand by my facts and require you to prove your wild conjectures.
Dear Mr Raminder,
The Ex-Moderator of this group - Mr Sarabjit Roy always says that "RTI is about asking for the right information". Please follow his advice and do the following.
1. File a RTI with DoPT and ask for a copy of the letter written by IC ANT, wherein this issue of seniority was argued at length by him in order to establish that he is the senior most.
2. Once you get that copy, check the date of that letter.
3. Then file 3 separate RTI applications, with the three different but *concerned* public authorities to find out what exactly happened in those PAs, during the time preceding that date.
The information you (hopefully) obtain will give you the sequence of events and the exact reasoning as to why IC ANT wrote that letter and that his appointment as CIC was predetermined a long long time ago.
By the way, future CIC appointments till 22 May 2014 have already been determined.

Would you kindly explain where "ANT" has "argued at length as to how to seniority is to be established in the CIC".
Last year when the issue was raised over the relative seniority between commissioners Ansari and Tiwary for the limited purpose of settling the order of recording of names in CIC decisions, "ANT" cited a specific DoPT circular on the subject clarifying that the order of names in the Presidential warrant of appointment determined seniority and not the date of joining the CIC. It may be recalled that Tiwary was sworn in as commissioner later as he was asked to stay on at the persmin by the PM.

Tiwary did not want /covet the post of Chief Commissioner. It is for
protocol reasons that he had perforce to be elevated, since he is
senior to Satyananda Mishra and ranks higher in warrant of precedence
issued by President. other personal comments you have passed on Tiwary
are not realistic. The remarkable fact that both PM and LoO agreed to
Tiwary's appointment speaks about his personal integrity and respect
he enjoys.
