1) CIC was not party to the Kolkata HC decision
2) KHC does not exercise direct territorial jurisdiction
over CIC (that honor goes to Delhi High Court)
3)There is no specific direction in the court's judgment
which CIC has disobeyed.
Hence no contempt is made out.
